I went to the local post office with the intention of sending a small parcel and card back to the UK. If the letter is going abroad, they have to see you put the letter in the envelope. I tried to send something for my mum's birthday. Knowing it would have to be inspected, I didn't pack it. The conversation went like this:
I'd like to send these as a present. What do I need?
Where to?
England
You need a box
[seeing one for sale behind her] Can I buy one?
No
What about that one? [I point]
[She casts a quick glance at the box and the presents] No
Why not?
You have to go to a shop.
Where can I buy a box?
A shop
Which one?
A shop

I go to a few shops and, unable to buy a box, return to the same post office to send just the card. It's the same girl, the box that'd been behind her had been sold. I hold up the card, point and sarcastically ask, "Can I send this to England?" She shrugs her shoulders, sighs and grunts indifferently which I correctly take to mean yes.
On the other hand, when I wanted to send a book to a friend in Russia last year, the staff very carefully wrapped it for me and didn't charge for the paper. Crazy, crazy place.
